This portion of the quest requires no tradeskilling... but the Coldain Smithy Hammer is needed in the Planes of Power, Aid Grimel Quest (Part 3 Jewelcraft) to make the Pure Enchanted Velium Bar. True, this portion of the quest does require you to turn in the Hammer, but nothing prevents you from completing this step twice... once for the ring, and once for the hammer.

Essentially you find Tain Hammerfrost in Eastern Wastes @ -4950, -2650 (near the Iceclad bridge), talk to him... and then deal with the 4 Giants that spawn and try and kill him. One is Ghrek Squatnot who has a vial that Tain needs. Kill Ghrek, get the vial, give vial to Tain and get the Coldain Smithy Hammer. Turning the Hammer and Ring 3 into Garadain gets you Ring 4.
